Strategically and Tactically, Loki isn't wrong. Speaking from my old security work, harrying criminals is much more difficult when they're always Oscar-Mike. I'm in reference to a station with a finite amount of space; space is assumed to cover a distance of 00+ (Infinity Positive).

When your mark sits still, and you know it, you don't have to constantly retrace your steps, and can leave areas less frequently patrolled or monitored by surveillance systems rather than active personnel. On top of that, with some careful social networking, you can start the process to deduce the suspects AO within a station, and start sealing off exists and increasing security around it. Consider it a police cordon. Stations tend to be hyper-compartmentalized (at least Caldari stations tend to be), and systems with jump gates are no different.

Nauplius is wise to turn this offer down. After a release of information like this, if you see an advertisement for Naupulism, you immediately get an AO to work within of a five-system radius. It doesn't take a dedicated manhunt too long to scour five systems and shut down traffic.

While I personally don't agree with the sacrifice of mortal human beings or the tradings of slaves for this purpose, I also understand that it's acceptable in other parts of the universe and outside my jurisdiction. Powers above forbid that a demon-cult missionary knock on my door; I'm still certified to carry my sidearm.
