Combat Probes can Probe Cloaked Ships

Design Goals
- Make AFK cloaking ineffective if a system is occupied by people willing to hunt you.
- Give a realistic counter to COVOPs hot drops other than counter drops.
- Cloaks remain a strong and viable way to get positioning, and completely avoid detection (especially in wormholes)

Specifics:
- It takes a lot of probe strength to succeed.
- It only works at all if the probes are set to a relatively small scan size, like 4 or 8 AU.
- When you warp in on the probed down spot, you land outside of decloak range but within 10-20km (the range would need to be carefully set in order to make it possible to get decloaks with some luck, but also not make it so easy that BLOPs lose all their value).

If they are afk they can't do anything so what's the problem?

There are already sooooooooooo many a counter drop is not the only nor the best/ easiest one
