Offline PI modules rather than decommissioning? Less of an isk sink but less annoying

its really not about the isk, its about the setup time. I chase around resource hot spots quite a bit which requires me to decommission and replace my facilities because i wouldnt have the powergrid to facilitate having several localized areas to switch between. Is CCP deliberately making this redundant so PI serves as a significant isk sink or has it been overlooked to simply let players offline facilities?

Having long links isn't really an option for me because hotspots can show up on the other side of planets and their grid cost is significant on volatile planets.

having to decommission is punishment for being greedy and overusing your hotspots instead of keeping up with their natural regen
