How I see the problem :

BPC and BPO share the same typeID in the game. An unpackaged BP in inventory has several attributes, among them ME and TE, and a specific one : a flag to say wheter it is an original or a copy

Industry allow you to copy original BP to create copy BP with same ME and TE.

So if one could repackage a BPC he would get a BPO. thus BPc can't be repackaged.

Since the market only allows BO/SO for packaged items (for good reasons), BPC can't be sold on the market
However the reasons that make the market not sell packaged items does not stand for many BPC : all the pirate ship BPC share the same 0ME/0TE/1run . Which is the default value of a package BP.

So, the following modifications would allow to sell 0ME/0TE/1run BPC on the market

- add specific ID for BPC
- replace all existing BPC by correct typeIDs
- remove the copy flag in BPo
- make all BPC 0ME/0TE/1run packaged
- all creation of a 0ME/0TE/1run BPC should be packaged

I want to trade them on market, not on contract.

I don't want to make them, when you buy a pirate/fleet ship BPC (eg VNI) it is already a 1ME/1TE/1R
When I drop such a BPC (eg in a ded site) it also has those properties.
