If you cant figure that out, you might want to consider a less complicated game...
But seriously:
Remember, this is eve. When in doubt, right click.

You are spending skill points. These must be allocated to whatever skill you want. This means - wait for it - right click the skill you want to spend them on!

Play a bit before you spend them. You will know.

You may want to keep them until you 100% you need them for something, or if you want to eventually sell the char it'll increase the value of it greatly depending on how many you have
5 Senses In A Person... 4 Seasons In A Year... 3 Colors In A Stoplight... 2 Poles On The Earth... ONLY 1-UP MUSHROOM!!!  If You Like My Sig, Like Me!   Remember EVE is EVErything!

There were some different aproaches that people used, for efficiency or isk improvement, etc, etc.

1. Spend them on something you are NOT mapped well for. Something that you would otherwise train very slow, or do not want to remap for.

2. Apply them to long skills. BS V, Large Gun V, Fighters V, etc.

3. As mentioned in earlier posts. Save them for a rainy day. If your not going to sell the character, then don't hold them forever...but give yourself time to think it out.

The answer like the answer to most questions is, it depends.

If you're mission runner, on the new connections skills.
If your compliant then on what you're told.
If you are meticulous about efficiency, then on skills that you train the slowest naturally (based on lowest attributes).
If you have no patience on that flight of fancy.
If you're a happy hoarder then save them.

As he says, spend them on skills with high multiplier that you are not mapped for.
