I think what the above is telling me is that someone Eve online thinks that I am already logged in, therefore giving me a socket error when I try to log in again. It would make sense that I was able to log in for the first time a few days ago, create an character and play for a few hours, then have issues trying to create a new alt today. I still thinks I'm connected from yesterday.

I think.

I've submitted the log in it's entirety to CCP, but who knows if it's worth it.

For what it's worth I haven't played before, and it's quite frustrating for things to not work as intended.

I love it when they assume that server issues must be CCP's fault as if the 20,000 people logged in at any given time are just lying about it.

They're all just me, and I'm in the server room. I don't like latency though so I kill every external connection when I log in

The issue is people saying "I'm the top network gaming expert because I can unplug and plug the router.".

Laptop, so I guess using wireless. I guess because the OP doesn't really give specs.

I recall a post :

"If VPN is fixing the problem then it sounds like the issue is ISP based. I have asked those who submitted bug reports on this issue to confirm their location and ISP but neither of them have gotten back to me yet. If others experiencing the problem can do likewise it will help us confirm one way or the other."

Possible issues :
- A hardware problem with wifi or cabled connection
- A driver problem with your wifi/cable connection
- A sandbox software (not eve although it's also a sandbox) blocking some of the eve activities.
- An open VPN without split tunneling to the darkweb or even worse, to a company network.

- A network issue between laptop/wifi AP

- Your router blocking outgoing connections: ports 80, 443, and 26000 TCP need to be allowed.
- Your firewall "snorting" malware and dropping connection

- A Network routing issue at your ISP or between your ISP and another ISP.

- Your ISP or your router may be blocking things.

Also, unplug and replug the power to the ISP router in case it has a problem. I'm the top network gaming expert so trust me on this last tip.

Not sure about OP, but in my situation:

I'm using a PC hardlinked to modem/router. Have no issue with internet browsing, playing World of Tanks, War Thunder, Path of Exile or that Star Wars online game. That would tend to rule out any issues with my connection. I've shut down anything else that could be using bandwidth, like browsers, software update tools etc. No help.

I can log in and play with my existing alt, but I can't create a new one without a socket disconnect. That would tend to rule out any blocked connection ports or firewall issues. To check I disabled my firewall and antivirus, same result. That would also tend to rule out issues with my isp or connection between me and the CCP servers.

Because I'm also a top network gaming expert I've restarted my router, restarted my computer, and uninstalled/reinstalled Eve.

Still waiting for a response from the ticket lodged with the LogLite report. I'd post it here in it's entirety, but it apparently contains html that the forum won't accept.
