trained for mining with some basic industry skills, can sit in oca/t2 mining barge but not all module skills are ready.
also, can fly a minmatar freighter and an hour away from an ore freighter.

FYI you will lose isk at that price.

you can still strip 1.5 mil sp which gives a profit of between 1.1 and 1.2 billion.

transfer will cost 2.3 billion. you would need 3.5 billion to even break even

He means you could make more ISK. If you strip 1.5 mil SP first you could make 1.2 bill. Additionally, 5 million SP toons themselves sell for 2.5B-4B. I got one for 2.6B recently. So add an estimate of 3b onto 1.1 bill of extracted SP and.... its 4b!

I recieved the character with a bunch of surplus isk, which I believe means you forgot to send the isk off-character before initiating the transfer. Please contact me with the name of your main character so I may return the isk to you.
