by the numbers from zkill. Of course these are the ships that get the most kills, not necessarily the best for your use or most popular ships. The tackle frigs put up pretty good numbers, as many groups will hand them out to new players as they are super cheap and easy to fly, however I don't know that I'd want to solo pvp much in them.

For caldari I'd add the hookbill and kestrel. Amarr has the tormentor, Gallente the Incursus, Minmatar the rifter seems okay, but not as great as it once was.

worst question ever.
there are ships for different situations/type of engagment!

solo pvp (makes me giggle everytime thinking it still exists), small gang, medium gang, null warfare fleets, faction warfare, wormholes, etc etc etc

but usually the best ship out there is friendship.... USUALLY!!!! until you see blues firing on you Cool

I do not think it is a viable approach for alpha.
Most performance in combat you will get from navy versions of ships. But they are also more expensive.
Best ISK/performance ratio frigates IMHO are:
Tristan (kite or brawle)
Kestrel (kite, but I may be wrong here, cause I do not use ugly caldari ships)
Tormentor (scram kite)
Breacher (scram kite)

It will depend on the space you are flying them in.

My pick would be tristan, beam torm, breacher, kestrel or kite condor (dps on that one for alphas will be just sad tho). Cruisers - vexor/vni, arbi (not great but ok), rupture ? (none of them are really great), caracal.

(this is for FW space ofc.)
