If I buy a toon, will I pay isk then transfer fees to the seller?

also, I see it says I can't buy a toon with real money. so can I use Plex to buy toon or will I need to sell the plex for ISK

Under the rules of the character bazaar, the seller pays the transfer fee, not the buyer.

So you would pay the agreed price for the character, generally in ISK, but it's also possible to agree on PLEX. Generally most sales just happen in ISK though. It is much easier that way.

Once you agree the price, you give the ISK in game and the name of the account to transfer it to.

The seller then logs into account management and initiates the transfer. That's when the transfer fee is paid, hence it's a seller requirement, not a buyer requirement.

Never buy a character out of game for real money. If it's discovered by CCP, you'll be banned and have wasted your money.

When you purchase a character you pay the asking price in ISK - seller pays the transfer fee of 2 PLEX. You can purchase PLEX from CCP and sell it for ISK on the in-game market to raise the ISK for the purchase. Seller will then transfer character to an existing Omega account. It will take 10 hours for the transfer to complete.

Only purchase through the character bazaar. Most character on offer will have a listing on Eveboard so you can confirm skills.
