New Player System Question

I know the new players are off limits in the starter systems, but what if say.. a 2+ year Orca Pilot and a couple of Hulk Pilots were in a belt in said systems. Are they fair game?

Rule of thumb
Don't go criminal or do anything to gain a le in starter systems. Wardec targets are legit regardless of age

Two Hulks and and Orca? You would be doing the new players a favour by removing that fleet from the starter system and punishing that probable veteran for stealing from the new players. The letter and spirit of the rules clearly mean to apply the increased protection to only new players so you would likely be fine to teach this mining fleet a lesson.

You do run the risk of running afoul of CCP's opaque enforcement of the rules so I can't tell you would be safe shooting them. I will say that I make a habit of checking rookie systems, and have, on occasion straight-out ganked a veteran there and have never as much got a warning. Now, to keep my conscience clean and have evidence on my side if I ever do hear from CCP on these activities, I have my own personal rules I made up:


  • Don't gank any character less than 1 year old
  • Don't gank any character in an NPC corp
  • Don't gank any character in a Venture or other ship given out by the career agents


I might bend one or all of these rules if the player's killboard clearly shows them a veteran player regularly loosing ships, but otherwise I stick to these guidelines so that both myself and CCP can clearly see I am not specifically targeting newbies or "griefing" new players in the starter systems.

But let me reiterate: this is all just me and I have only done it a handful of times, so you go criminal at your own risk.

Eve Uni's Operation Fortress fleet once went to a newbie system and dunked some dude suspect baiting on the newbie starter station once. Never got a warning for that one Lol

Edit: I don;t remember what he was flying but to me at the time it represented the most isk I had seen on a ship so I think it was some kind of blingy battleship

I had a convo with a GM once about this when some war targets tried to hide in Couster (Gallente starter system).

War targets are fair game, even if they are one day old.

Any character at least 30 days old is generally considered "not-a-noob".

If they are flying t2 ships they are definitely fair game, regardless of age. Skill injectors, etc.

So basically if you are in a noob system leave the guys in the Ventures and other t1 starter ships alone.

If they hoovering up the roids in a Hulk (or hell, even a Covetor) kill the bastards.

And if they in a corp, wardec 'em.

I ask this for science but...

If a character is say 3 years old and is mining there in a barge having recently injected their way their way there after returning to continue the trial account they created said 3 years ago could you land yourself in hot water messing with them? I ask this because determining who is actually a noob is quite difficult these days and when I asked CCP (I think larakin) at eve downunder the answer I got was pretty much what I said above but a bit more slured because we were busy getting him drunk at the time and trying to get fun quotes to mess with later Lol
