EULA and in game raffles and lotteries?

So question is simple,

What is CCP's stance on in game raffles, lotteries, and other games of chance?

Example, An alliance runs a lottery to raise funds to build a citadel, is that against the new gambling policy or is it strictly 3rd party applications against the rules.

Please clarify.

Seriously you NEED to file a ticket about this stuff especially. CCP take this extremely seriously and nobody (not everyone) wants you getting all your accts banned Pirate
