Stuck on opening cutscene

I'm attempting to run EVE on either one of my tablets. I have a razer edge pro with an integrated video card, as well as a dell venue 8 pro. Both machines, as well as my desktop are on windows 10.

My desktop install works perfectly, but both tablets experience the same issue where the client launches and the cutscene is frozen visually while the subtitles change and audio plays. The cutscene freezes on the first frame, sometimes a faded in planet, sometimes a fully rendered planet, and sometimes just blackness.

The tablet with the video card does use the card, and I have tried administrative mode, compatibility modes for win 7 and XP, but have not had any luck.

Any help is appreciated!
