Bring on the trolls.

As an old school PVP'er I miss the days of just engaging in a fight whether its 1 person or 500 and knowing that that is what I'm fighting especially if I have scouts in surrounding area, the problem these days is no-one wants to engage just in case they have a cyno fitted.

I have never seen people in this game so unwilling to engage for example last-night I wondered all over Great Wildlands looking for a fight in a solo Hyperion parked outside stations raitaru's and on gates even warping into anomalies with people in local and not even a sniff I beleive this is due to the possibility of a cyno being fitted to a ship and a fleet bridging in and engaging whatever gets tackled so I have a proposal to resolve this situation that some may love and some may hate.

So the idea.
If you light a cyno at a station or citadel within 0m another words inside docking range then all is as it was.
If you light a cyno anywhere else the cyno will work as normal except whatever jumps in will appear in a random deep safe more than 16au from the nearest celestial spot so just outside scan range and requiring the use of probes to find the incoming ships plus alot of luck.

The advantage of this is you will now be able to engage a target in space without having to worry so much about a fleet suddenly appearing 5km from you and if a fleet does jump in you have time to either kill the target or get out maybe, also if someone is trying to bait or do a hotdrop they will require a ship that can survive long enough for assistance to arrive and not just be in an interceptor or bomber with a point and a cyno.

Who knows maybe this could work!

I think it would be better, and easier, to just implement a new module, a "focused cyno inhibitor". If you activate it on your target, it can't activate a cyno anymore. Kind of like the mobile cyno inhibitors, but without AoE and the activation timer.

Like this you may loose a utity high, but you make sure that your target can't jump in reinforcements.

Can't see how that change is going to make any difference in you getting fights. The cyno character will still be visible in local as soon as they move into the system, that alone will spook many players into a retreat. Those that are willing to risk staying around when that unknown character shows up in local would likely turn tale and run the moment they spotted your probes on d-sacn.

Considering hot drops, the transition of many PvP players from low, nul and worm holes into playing characters in high sec where targets are easier to find and do not present as much risk of ship loss and the whole neutral alts thingy and I believe the PvP you fondly remember will never return to this game. And I do not think that CCP has the desire or the determination to make the changes to the game that would allow it to come back.

When cynos came along, this issue was warned of, with a lot of volume.

A simple fix to this is to make the cyno appear on the ship so if you click look at the ship and know where it appears on the particular ship they are flying you can tell if they have a cyno equipped. It will allow cyno bait ships to still be affective but give a way for smart/experienced players to pick their fights more wisely.

Also doing your research will help, you suspect someone of being a cyno bait, check the killboards and see if he fits cynos to any of his ships.

Sure you will sometimes hit characters that are doing it for the first time or haven't done it in a long time but that will require them to constantly cycle the cyno bait and eventually they run out of players witch characters to bait that have the personal skill and character skill requirements.
