Use a fitting tool like pyfa or the in game. I haven't checked myself.

Other than Gas, the T2 frigs are always worse then the larger ships.

IE, Skiff with 2 Ice harvesters is 16.5m3/s , Endurance is 14.4M3/s. Both have the same low slots but skiff can have Ice Rig on top of its already higher base rate.
