New Scan window is bugged

On one of my alts the scan window pops up EVERY time I jump into a new system. It's super annoying and makes the game unplayable. Weird thing is that account has 2 characters but it only happens to one of them. Only difference between the two characters is that the one with the bug is the one not using the skill queue.
