I can connect to Singularity but can't connect to Tranquility.

Is anybody else having connection issues?

Gratz on getting back into the game.

After a game patch I usually go to Esc menu - Reset Settings tab - Clear all cache files.

That will initiate a relog which helps to clear out little annoying bugs. All of your in-game settings will remain the same as before.
