Dual purpose C2 Hurricane (PvP/PvE)

I had several experiences where I was doing C2s in my T1 Hurricane (yes I have masochistic tendencies) where I got ganked by ships that could not actually take me out. For one there was a Confessor hitting me with laser for more than 20 minutes in that wormhole that we both ventured in. Until finally a friend of mine scanned his way into the hole and as soon as he showed on d-scan the confessor warped off. Or the Astero that tried to get me over the cliff while I was tanking Sleeprs and then just warped off when it realized it does not work. There were quiet a few such occasions.

For this reason I was playing with EFT to find a fit that:
1. can clear all C2 anoms and cosmic signatures
2. in a reasonable time (compared to a pure PvE Hurricane, not a drake, not a Gila, not a Tengu ... well you got it)
3. can at least try to bite back when getting aggressed on (needs point, maybe web)
4. is dead cheap (<100 million isk) like the following fitting

I tested several fits with my far from perfect skills over the last weeks and in the end it came down to this fit:

Cloak for afk times in WH, Mobile Depot to refit to launcher in case i need to scan my way out. Faction ammo for PvP engagements. I tried afterburner versions but moving from target to target was just a pain. With a MWD damage goes down and cap becomes a hassle. Nanobot Accelerator would increase the tank but drain the cap even faster. This way it is cap stable the medium armor repairer running and MWD+Ancillary off. That is enough tank for the most time. MWD and web are enduring versions to save cap, scram is T2 to get extra range on the scram. Not sure if it is owrth it.

It requires quiet some cap management. Using MWD to get close to orbiting cruisers, then webbing them and turning MWD off to get closer without wasting cap. Or MWD to burn to far spawning BS, only pulsing the Ancillary until a tight orbit is established, then turning MWD off, shooting smaller targets. When only battleships are alive nearly no repping is required. So it's possible to regain capacitor for the next wave by shutting down both reps and so on. I most sites I don't need to activate the ancillary repper at all. In others I need a few cycles until I can orbit one battleship close and decrease the incomming dps. The medium armor repairer is basically always on.

That much for the PvE part. It's not a braindead drake slowboating and hurling missiles from afar but it gets the job done. However when testing the fittings I never received any gank-attempts to test the PvP aspects and I am only experienced in low-sec Frigate-PvP. Judging just from experience is not possible for me. So my questions are now:

1. Do you see any improvements to this ship/fit without losing one of the 4 points stated above?
2. What targets could this ship/fit take on and which are not advisable?

Just a thought, but I don't think you'll like doing PVP in a PVE focused ship (or vice versa). If you need to use your ancillary repper during a sight you'll just be chewing up cash and a limited reserve of space. For daytripping, I'd advise that you scout the area and get ready to fight if a pvp target presents itself. If there's nothing there - then get your bear on.

Honestly, there's not much you're going to want to engage in a hurricane. Your average stratios w/3 medium nuets (even with your cap battery) is going to be a pretty huge problem. And they'll rarely be alone.

You can 50/50 have the time to refit a cloak before you're combat scanned down (you're locked into place once you pop that depot). And if you're pulling it off for sites and have a mobile depot in your cargo hold - that's like 2/3 of the space you have for loot/salvage already gone.

It just really doesn't make sense. If you're going to bear - focus on that. If you're going to pvp - focus on the pvp aspect.

You could fit out a passive drake and keep a cloak on it (you can win fights against solo hunters and run sights) but drakes always look like bait and you'll end up seeing a sabre on d-scan about 10 seconds before a fleet of about 3-10 lands on you.
