Did Eve kill my PC?

Hello Forums I've been playing eve for about 13 years now and I've come across a weird issue with my computer.

I'm running two ASUS Desktop PC G11CB_G11CD computers, same exact model

Processor Intel i5-6400 @ 2.70GHz
NVIDIA GeForce GTX 960 2 GB
Ram 8Gbs

I usually run 3 accounts on each computer, max settings, never a problem, never a hiccup.

However after the update on March 1st one computer is absolutely unable to run eve. Loading the character selection maxes out my CPU and it stalls and nearly closes the program. From character selection to loading station takes nearly 3 mins with CPU still maxed at 100%. No other programs affect my computer in this way. My other computer which is the exact same model runs perfectly with 3+ accounts still. What could it be?
