There are legal restrictions on having multiple clones active at the same time.

As Concord oversee the communications network, they can enforce it (at least for us ;) )

Right.
As you cant swap clones into/out of j-space.
Whether that is a restriction by CONCORD, or technology, is unclear to me.
I dont know the lore enough.

If it is by CONCORD, I suppose its to prevent a single capsuleer creating a clone military of him/herself that can operate simultaneously/instantaneously across all space.

Or more insidiously, prevent the fracturing of a capsuleers identity, such as in a "Capsuleer Complex", where the capsuleer is driven insane in something similar to multiple personality disorder, as all the clones in the society of one vie for dominance against each other and all against the originating persona.

A sort of cascading "Dune" style conglomerate of lifetimes of experience resulting either in abomination, or enlightenment, both with terrible consequences. Or a "Westworld" style accumulation of experiences where each clone begins to realize their own theory of self.

When you are cloned your right opposing distal phalanges is implanted with a under-skin stellar broadcast unit. This device is a micro shield warp drive unit that instantly detaches at death to punch through the eddies of collapsed worm holes. See, wormholes never fully collapse in EVE, they implode in to a near singularity state and then spatially displace to another area inside the star system once they clip the gravity well of another stellar object. That is why you never find wormholes in the middle of nowhere.

The broadcast unit can sense the wake of these wormholes as its mass is small enough to not interfere with the wake tracking, something even small core probes are incapable of. Once they track down a wormhole, it will jump through and begin looking for a jump gate signal and it then auto jumps at incredible speed back to the station where your new clone is going to wake up. The device is immune to shields and warp bubbles and is too small to be picked up on sensors.

Upon arriving at the station with the clone, the unit then docks with an external data port to download the informaiton. Given the rectangluar shape of the dock, it is not uncommon to take up to three attempts to get a good seal, but that is acceptable behavior for a usb thumb drive.

The information is transmitted on the same system that basic chat uses. You can still talk to people in high sec when you are in a WH, so information can be sent out of a WH, including that information that is your mind.

It's actually quite easy. We all know that space hobbits are recovering our stuff from an exploding citadel and place it in the next space station instaneously. They don't do it in wormholes. Why? Because they are busy transfering the data of a podded capsuleer to the cloning bay. It all makes sense now.
