CCP will only reimburse ship losses due to disconnection if there is a fault their end, or if they are experiencing outside interference such as a DDOS attack.

A disconnect could be due to a fault anywhere along the route to their server, that's down to the way the internet works not CCP.

In the beginning there was nothing, which exploded.

As I recall, Mekhios Graveyard is still there, as it had been beacon'd by CCP in a patch to make it public rather than a traded/given bookmark.
