This is causing the problem, if you unplug a monitor that is connected to the second device. (Whether it is a second PCIE GPU or the GPU found on a CPU (Core i7 etc)) then you will notice that EVE will behave normally, i.e V-Sync will kick in to your monitors true refresh rate.
Now we have the information to debug this, we can work on a specific fix. For now, if you have a monitor plugged into a second video device and are wanting to play EVE, you should disconnect it. Hopefully a fix will come as soon as possible. Sorry for the inconvenience, and a special thanks to the one player who persisted and helped me out.
