PI without customs offices?

What's possible to do when there's no customs office at all? I know you can launch things into space, can you transfer stuff down? Can you deploy a command center?

Want to PI in an unutilized system where the local pirates destroyed all the offices. Before bothering I'd like to know if it's even worth the bother.

There are a few things you can make on a single planet, but not much.

And can only launch from planet. No imports.

Volumes are limited too.

Probably not worth it.

500m3 every couple of hours, I think. you get taxed, too. Nothing down. you can deploy fine.

I tried using the command center to eject P2 for a while, the time to profit wasn't worth the trouble, less than lvl 3 mission grinding. I have come to conclusion corporations low sec offerings are the only option for profit.Shocked I have found a quiet system of Camal which I use simply for P2 to P3 factories to make POS fuels, so i don`t mind sharing. There are also Barren and Temperate if you want to make P4. Idea The tax is reasonable 2% to 8% helped me get back on track to passive income.

Its viable on P2 producing planets.
Ninja Pi in W-space with prowler , probe launcher, cloak fitted, comes to mind.
Upgrade link between Launchpad and command center 3 times to get a 5 minutes cooldown between launches.
