Issues, Workarounds & Localization

so it would appear i can not 'base' members at offices in our own citadels (only stations apparently), this coupled with an inability to put fitted ships into station containers has left me a little bit pressed for role and title functionality; will this be changing soon? will roles be changing soon?
ive been through roles and titles several times now as its not the easiest thing to set and im pretty certain i havent all the information 100% as they are.. awkward but i would like to have a final attempt at them, before doing so i really would like to know if i will be able to base members at specific offices in citadels as this was key in my original formats :(
