Yes you shoot it when it's vulnerable, like all other citadels.

I didnt mean destory it... I meant like unanchor it . so you can sell it or store it at a later date....

You can decommission a Citadel or Engineering Complex if you have the proper permissions.

Open the structure browser (Neocom / Business / Structure Browser)
Select the My Structures tab.
Any Profile in the left pane and right click the default profile in the right pane.
The right click menu will let you decommission or modify the vulnerability schedule.

Note that decommissioning takes a week and any rigs installed will be destroyed. Once unanchored, the structure can be stolen by anyone passing by.
