ISK disappears for citadel owners.

Is this true? When I place a Buy order in a Fort with the amount of 0 isk. The owner gets a log of my name and the amount for 100isk minimum. Then I roll the price to the top of the list and compete for my item when I am ready. If the item was a plex... the fort owner gets zero taxes at a 1% fort even though I paid 100m in taxes. It seems to disappear with no trace totally and does not leave him with a log for the transaction.
