Wel.... Isn't the problem solved itself? What?

You having backup prevents him from attack.

Edit: think about it differently. You have backup and do your stuff ignoring the person in question. You mine, rat, etc. He cannot do anything (he knows - you have backup). Either he tries to attack (and gets killed because of backup) or leaves in shame.

There is no risk from an afk player.

Remove Local from player sov, and you will no longer have this problem.

This isn't a matter of 'In My Perfect EVE World People Wouldn't Do This'. The game mechanics for cloaking, watching d-scan and local, and calling in targets are being used normally and how they were intended, so I don't think you can argue that this is something people shouldn't be doing, just an inconvenience that apparently was big enough to take to the forums.

From a gameplay perspective it's working as intended.
