Access Lists for Non-Corp Offices & Hangars

So, was toying around with an idea in comms the other day, as a response to various reddit threads about sharing hangars across alts.

Currently, we have access lists that determine in what ways we can interact with citadels. These are generated by anyone with admin privileges to the structure in question, and can be manipulated to any degree of granularity (from entire alliances, to specific characters, and even the entirety of the Eve public).

We also have offices, which we rent on a per-corp basis. The hangars these provide are then governed by corp roles as to how you can interact with each.

Can we perhaps combine these?

Instead of only corps renting offices, allow individuals to. Then, have their access governed by an access list. This way we retain the functionality of a corp CEO rents an office for his corporation's use, but we also get a bunch of other benefits:

Arrow Alliance Hangars
Arrow Inter-Corp Hangars (e.g. out of corp JFs or manufacturing)
Arrow Hangars for all of your alts
Arrow NPSI group hangars - e.g. loot drops or T1 ship replacements and the like

It would add a huge amount of utility to the game, and solves one of the most annoying things for people with alts, in having to log on and off accounts to shift items around with contracts.

While Eve is a social game and the mechanics support this for combat, cooperative industrial play is a lot more difficult. This encourages industrialists to create their own corporations for the sole purpose of sharing access to the materials needed for the task at hand.

Corporations have the tools needed to encourage cooperative play but they don't scale. A one man corporation and Goonwaffe get the same 7 divisions.

CCP gave us infinite slots for research and production with Crius back in 2014. They gave us infinite offices with Citadel last year. I believe it's time to consider increasing the number of corporate divisions so teams working on different projects can have their own division. Players with several ALTS in corp could rent a division from the corporation for shared hangar space and wallet.

I wouldn't make any changes in the way divisions work - just the number of divisions a corporation can have.

I believe this would significantly reduce the incentive to create solo industrial corps and encourage more teams cooperating on larger projects like structures, capital ships or fitted doctrine ships.

If we want these changes to actually happen, we need to consider the development effort and "chase the ripples" to see how the "splash" we are proposing impacts the rest of the game.

From a development perspective the proposal requires 1 change - the number of corporate divisions. This may create ripples in the codebase but infinite divisions aren't necessary. 63 or 127 would work for most corporations.

From a gameplay perspective, corporations will have a lot more flexibility in creating separate spaces for different activities and the ability to earn income by renting divisions to members who need shared hangar space. The result should be fewer 1 man corporations, less station trading and fewer private contracts. I would expect this to impact the way things are made more than the quantity but the market has its own way to discourage over production.

One of the big uses of pos is providing storage available to alts without the cumbersome need to transfer specific assets back and forth, this functionality needs to be brought to citadels.

The ability to rent a personal hanger at a structure with an associated access list keyed to the renting character would solve this in a way that is mostly present already and provides the ability for the pilot to grant access to further pilots based on the access list.

Rented Personal hangers only need to contain one ship and item division, scaling the function and number of hangers could increase the scope of the feature to include alliance offices.

I agree the number of corporation hangers are severely limiting and could do with being increased although they may need to be moved from the current corp permission system to do so
