The test server wouldn't fill it's role if the universe differed much from the main server. Also, space is empty enough as is without thousands more systems.

The test server is just sitting there taking up money and hardly gets used.

Make it an asset and put it to use instead of a liability.

Use it to create new content that will attract new and old players the like.

Content generation is what drives an environment like Eve Online...not regulating it too...space is empty enough.
