pvp with low skills yes it is possible.

What ot shouldn't be in this game is the thinking that pvp is not possible without good skills or full skills.
You'll probably have heard that, and that is not true at all.
Be creative, that's the ultimate weapon of eve.

Go to low sec, get exploited several times, and think in a counter-attack ship/fit for the next time you go there.

I'm now a 40M skillpoint char, doing PVP (solo & small gang ) from my third week in eve.

Don't go to null sec, you'll be a F1 machine there, lowsec is the proper environment to learn.

Strategies I've used when I was a noob:

"I don't have dps skills then I'd need more turrets", I switched from frig to thrashers, as everybody was throwing me active tank frigates, I installed dual neutralizer on it, I got several tasty incursus kills with that.

Don't change the name of your destroyer to let poeple think you are an easy target even being a destroyer.

"These veterans knows all the tipicals fits and how to counter it", I remembered fitting talwars with a 400 armor plate and rockets, people though I was a long range sniper, and throw to me tackle-like frigs with microwarpdrive, they found too late I was decent brawler for their frigates.

Don't fly the tipical fits they will be counter very easily, fly the unexpected, per example you can transform a condor ( tipical kitey ) in a rocket brawler with neutralizers.

Another example:
A very popular fit is the kitey tristan, use instead the triple netutralizer version and orbit them a 4km to disipate damage whilst your drones take care of your enemy.

Final advices:
Join a PVP corp, you'll have access to a lot of PVP knowlege which is unvaluable.

Be patient, you are going to loose ships to learn.
After getting a new fit ask how to use, what you shouldn't engage with it.

Don't be afraid about your sec status, dedicate your char to PVP, mine has not visit empire in years, use the other chars for bringing ships to low sec, or other activities you like to do in empire.

It would be nice if other people can contribute with more strategies...

It is possible. if you go for equally fit ships, obviuosly the higher skill will win. But sometimes guys can mess up and the t1 frig get a decent kill.

Truth is not everyone is good at PVP, even those who claim to do it all the time.

I am bad at PVP, and I imagine that every now and then I will run into someone worse than me.
