I have all the required skills! What now!
Now you have a chance to split from the normal
You can either
A. Train for a Raven for L4s - You want to get Cruise Missiles - I recommend looking up a L4 Guide just for it.
B. Take your Drake to L4s after a little more training and being extremely careful
C. Continue to make $$ in L3s and train for a TENGU

TENGU additional requirements:

Power Grid Management 5 (+1 Level)
Mechanics 3
Missile Launcher Operation 5 (+1 Level)
Navigation 5 (+2 Level)
Caldari Cruiser 5 (+2 Level) - This is the most time consuming, this will take you almost a month by itself.
- You want to get Caldari; Electronics / Defense / Engineering / Offensive ; Systems all to 3 before flying your Tengu
- You also want to get Heavy Assault Missiles to 5 - Not required, but will greatly increase ''Blitzing' at the expense of range.
