pyfa: What does "reinforced" mean?

What is the difference between "sustained" and "reinforced" under "Recharge rates" on the right side of the interface?

Reinforced - The maximum amount of repair your ship can do with its current configuration

Sustained - Takes into account your capacitor regen. So it is the amount of repair your ship can sustain without depleting your capacitor.

e.g. http://imgur.com/a/282q6

In the above example, the ship can repair 326.3 HP/S, but will deplete its cap while doing so. If it wants to retain enough cap to keep repping, then it can only afford to repair 64 HP/S.
