What are the current factors to consider to reduce the Cost and Time of research? (Lots of old information from google)

For example:
Do stations have the same cost/time regardless of space (HS, LS, Null)?

Do citadels have the same cost/time as stations if they don't have engineering rigs?

Research time is the same for all NPC stations. Cost depends on the respective system index. ECs offer an inbuilt time and cost bonus and can be further optimized with rigs.

I'm my own NPC alt.

There are lots of Public Engineering Complexes with ME and TE efficiency rigs installed. Use the facilities tab in the industry tool to find one in a system with a low tax rate and system cost index. You can save a lot of time and ISK - especially with high value BPOs. While the EC's can be destroyed it's unlikely and your BPOs are protected by the asset safety system.

ECs have a bonus over other stations when it comes to research. You can see those bonuses in this post: Introduction to EC Complexes

The bonuses get better the larger the EC is. For research time, it's 15, 20 and then 30%.

On top of that, rigs can improve things. The above blog post has listings for all the rigs. As you increase the size of the EC the rigs become more generalized. T2 rigs are better than T1 rigs. The rigs also get better as you go from high sec down to null sec(or wormhole space). An issue though is that larger EC rigs get really expensive and T2 rigs get absurdly expensive.

In general I'd recommend finding either a larger EC or a small one with good research rigs installed that you can use. Your blueprints will be safe in them, but keep in mind that moving blueprints(even in high sec) means risking them.
