How is the Maximum Velocity attribute of a ship derived?

Hope this is the right place to ask because I'm not sure where else.

I've been doing some programming and experiments and I would like to know how CCP derives that attribute, I don't mean when modules and skills modify maximum velocity, but the inherent base attribute assigned to the ship.

Is it just carefully assigned based on balance, not derived from other values such as mass? Do they just assign the arbitrary 161 m/s to the Machariel and why not 160 m/s or the 109 m/s of the Dominix and why not 110 m/s? It seems derived from some other values and/or weights but I can't figure it out.

I'm creating an application that allows me to essentially design completely new ships in EVE (and modules, new attributes, etc) as a fun/hobby project, but part of that means knowing how some base attributes are derived.
