That's because the clones are still mostly provided by approved biotech corporations. You can bet those guys are accredited, their clone templates standardised.

There are rogue cloning facilities here and there but they tend to be destroyed pretty often.

A Minmatar warship is like a rusting Beetle with 500 horsepower Cardillac engines in the rear, armour plating bolted to chassis and a M2 Browning stuck on top.
