Mass manipulation on stargates while holding sov!?

So when someone is holding sov shouldn´t it be possible for em to control mass transported by the stargates in their Sov to a fixed minimum? (cruiser mass?bc mass? BS mass?)

- or shouldn´t there be moduls to anchor (for a periode of time)that decrease the mass able to go through a stargate ?

Even in nul the sov holders do not control the gates, and allowing therm to control the gate would be extremely bad for the game.

Introduce jump fatigue and tell capital pilots to use gates. Then introduce gate restriction so caps can't use gates.

No. Perhaps when we have player-built stargate you can decide who gets to use yours, but allowing sov holders to control the NPC gates would be far too powerful. Nullsec is way too safe already.

OP, if you want to play in a space with mass restrictions that shape the fights possible, try wormholes. But no, you should not be able to have a gate automatically block who can come in and contest your space. If you want that, set up a gate camp and let only ships of a certain size pass.
