I'm using Z-S overview settings and maybe this is better suited for them however i think it just picking up on data in game.

Often i see in my overview some people and thier ships being orange, and if i mouse over them the text comes up and says.

This Character has a kill right that you can ....i think it says collect or excecute or something like that.

I'm not sure i understand what this is all about, generally these characters are in NPC corps and not anyone that my corp/alliance is at war with.

I have no quams about shooting people i have right to shoot, however i'm not sure that i will encounter Concord Wrath if i pull the trigger.

Anyone have any insight into what a killright like this is all about?

First you need to 'activate' the killright to give them a suspect timer. If you shoot them before doing this, you'll get CONCORDukken. You click on them in the overview, in the top right corner of the Selected Items window is a circle, click that and it will tell you how much it will cost to activate that killright. Be aware that some people kill their own alts and then put up ludicrously expensive killrights on themselves as a form of insurance fraud.

It appears that many are variations of scam attempts. The activation costs billions... so they probably put a kill right on themselves with another toon and are hoping someone misclicks to pay for the the right.
