WTB focused Cald/Amarr/Gall PVP subcap pilot (Max 20b-ish)

Looking to buy a well-fleshed out subcap pilot (focus on frigates/cruisers).

Ideal layout:

T2 drones (at least light/med)
balanced shield/armor skills
gunnery > missile skills (maybe lights/HAM's)
Lasers/Hybrids for gunnery along with good support skills
Interceptors/Covert Ops
HAC's are a plus
Recons a plus
T3 destroyers a plus
Subsystems not important

Max budget is around 20b-ish.
