No, it would actually create a pay-to-win environment where rich people who can afford to pay for multiple accounts would have all the bots they wanted while people who would like to run a salvage alt can't afford to.

If you take PLEX out of the game, you go back to a game environment where people who want to spend a little cash to get some isk will do so the wrong way, and give money to the guys who run bots. You wouldn't put a dent in botting, and might actually increase the use of bots for the purpose of selling isk.
