Truthfully it depends on the nature of the involvement.
If you pursue or interfere with them over the course of many systems prior to them going suspect or criminal, then yeah... that's actually a kind of harassment. Future Crime isn't a thing... this isn't Minority Report or anything. Don't get me wrong, I have no horse in the gank/anti-gank race. While CODE. may amuse me with their antics, and I don't disapprove of what they do, I wont hesitate to pop them or their looters if they go suspect in front of me. It's not personal, I just find it hard to NOT shoot a suspect when I'm looking for a fight.

Following other players through any number of systems, even if all the way across EVE, does not constitute harassment.
Any player can fly wherever any other player can fly.

Bumping another player indefinitely also does not currently constitute harassment.

Once again, following someone around does not constitute harassment in EVE.
