Mining Drones and Mining Drone Specialization

Prior to the Ascension Expansion it was mentioned that after a selected amount of time, the mining drone specialization skill would be required to use the T2 Mining Drones and would give a percentage bonus to those drones mining amount as a result. Has there been any further discussion or word as to when this would take effect? There has been time enough for pilots to train those skills from zero so I would hope the application would be soon.
