Why is the new mining boosts giving criminal status?

Does anyone know if this is a bug? if not, why is it set up like that?

It's not. It's giving a weapons timer, which is something else entirely.

If it gave a criminal flag, Concord would be racking up quite a few Orca kills.

Command bursts require a weapon timer, because otherwise you could sit a command ship by a station/gate/etc and boost your nearby fleet, while still having the option to immediately dock if you come under fire. The fact that mining bursts got it too is just a side-effect of them being part of the same underlying system, and I doubt CCP will make an exception for them.

It stops you docking or jumping gate for 60 seconds.
