Been happening to me on both my accounts and at least one other person. No idea whats causing it and it seems to happen while logged in. Maybe session changes or docking/undocking. It may be only a visual bug as I've yet to have it actually prevent me from engaging in combat. Could be lucky though and havent had it happen without my noticing before attacking anyone w high sec status.
