Merc Retainer for Citadel Defense

Question: Is this a thing? I run a Citadel / Engineering Complex. While i probably could hire mercs for a wardec, i would prefer to have a fixed protection agreement.

What is the normal procedure and rate here? What are reliable parties? Basically its about reliably showing up for timers to defend the structure, not jita "harassment". Also if those mercs only show up if there is 0 risks for them, it is also kind of pointless.

Are there any quality outfits that do this? And what are their rates?
