Way to ban certain alliances/characters for citadels?

I have a citadel on an alt corp that I have had going for a while, but while testing on an alt I found an issue. I thought that the access list I created that banned specific corporations and characters from docking would be sufficient but it seems they are able to dock. I have the citadel set to public access, but though that if i maintained another access list members of that list would not be able to dock. Is there a way to have a public citadel but be able to ban certain corps and characters from docking?
