Citadels, HQ and Base Station assignments.

There doesn't seem to be a way to assign your corporate HQ or a corporation member's Home Base to a Citadel or Engineering Complex. Is this just a bug, currently unimplemented feature, or working as intended? If this is just a feature that hasn't been implemented yet, it there a known timeline for it? Thanks in advance to anyone that can shed some light on this for me.

Edit: I have just discovered that member Base assignment requires a cloning service at that station.
