Just a quick question as I was away for a while and noticed the lowing of carrier requirements
Does racial battleship IV as opposed to V have any affect on the subsequent carrier bonuses?

As far as I know the racial battleship skill does nothing for your carriers. But racial battleship III is one of the prequesites to train the matching racial carrier, along with Capital Ships IV, Advanced Spaceship Command V, Spaceship Command V, Drone Interfacing V, Drones V, Jump Fuel Conservation IV, Jump Drive Calibration III, Jump Drive Operation V, Navigation V, Warp Drive Operation V, Science V

Nope. Racial ship skills offer no bonuses themselves, they only unlock bonuses provided by the hull you're flying.
