why is stain empty in most of the region maps ive found?

as far as i can tell no one has any claims on it? it says thats where sansha nation is.
only thing ive found was an offhand comment in an old thread that it has a bad system layout and few stations for jump clones.

is it worth checking out to do pve stuff if its relatively empty?

Stain is an NPC region, so no sovereignty, that's why there are no claims. The design is long routes with chokepoints. So usually there is no way around a bubble camp without leaving the region and taking a very long way around. One chokepoint divides the region and is almost permanently bubbled. The PvE is mainly ratting, and doing missions for True Power. Of course, exploration is available as well. There are basically 3 trading hubs, separated by about 20 jumps. Establishing yourself in the are will take some work, lots of Russian corps in the area too, so the language barrier can be a problem sometimes. In general, it is my favorite region, even though I'm a one-man corp that is neutral to everyone. Good time. I'd be playing there now if I had a reliable conneciton.

If the Russians lose a sov war, they will often stage in Stain and disrupt the region until they leave. Most of the corps and alliances in Stain are relatively small, people that find LS not challenging enough, but without sovereignty, there is no drive to make massive corps. So usually camps are small, less than 10 ships.

I used to be stationed around Stain, in the RPS-0k station. I still have a few ceptors and around 200 mill in loot there too.

Stain doesnt have any claims per se, but there are still people who live and stage in that area. You will encounter the locals, and they are always looking for a kill.

My advice is, if you want to PVE in a region, contact the locals and get permision/blue status. They will let you join their intel channel which is very useful out in Nullsec.
