Drone skill 5, can only launch 4.

My friend trained Drones to 5 a few days ago ( His API confirms this ), however he can only launch 4 small drones from a ship with enough bandwidth for 5, and he's Drones tab stll says 4 of max 4 in space.
He's cleared he's cache and still has the issue.
