Stat difference between Simulation and normal Fitting mode

Why does the displayed Navigation information and reported isk cost of my ship change when I switch into and out of simulation mode even though all the modules are exactly the same?
Even my ehp seems to change.

Shouldn't all fittings that I view represent my current skill set?

In theory it should match your character, both in terms of skill and current implants.

In relation to navigation, from CCP Karkur, there is a bug that affects the figures if you have low slot modules that impact mass. Cycling the MWD/AB in the simulation should fix it.

In relation to EHP, if you have active modules, their effect doesn't show in normal mode, only in simulation mode where the effect of them being switched on can be displayed.

For ISK, it's probably not using the current region values. It's probably using some combination of the trade hubs, but that's really just a guess.
