Lets call it mostly safe... if someone outside wants to spend large sums of isk to grief then so be it. But make sure it costs and takes some effort. It will as a counter drive the economy as more materials are needed to replace their heavy losses.

To be in highsec and mostly safe would also come with a sufficient lack of benefits to make them want to venture further. if they don't, then no loss as they would have never ventured further anyway. The bonus there is that CCP has another paying player they wouldn't otherwise have and the in game economy and player base is just that much bigger.

Fun Fact: Suicide Ganking already has a cost. But let's ignore that for now.

A sufficient lack of benefits would have to be only access to low level agents, low yield belts (although you could probably skip that, those belts would be mined empty an hour after downtime by bots, etc. which ironically would mean that the newbie miner never actually gets to mine in peace) And you'd have to be booted from those systems after a few months of game time, effectively creating an instanced noob zone.

The problem is, how do you even suppose making it "safe"? CONCORD Fleets everywhere that act immediately? Still won't stop the Alpha, CONCORD only punishes, it does not prevent.

Inability to even target/aggress other players? All of a sudden you expell the whole pvp profession from it, effectively making it a Industry/PvE only Noob Zone.

It is an idea that has significant/neck-breaking problems even in theory and worst of all, this is something that goes against pretty much everything Eve stands/stood for.

Eve is an MMORPG, as such, the explanation that "miners are mostly solo players" is a moot point. No solo player should ever be safe from the coordinated efforts of several people just by the game's grace.

If you are easily getting ganked by Suiciders, you are most likely doing it wrong. Tank your Ships. Join a Mining/Indy Corp and mine during Ops, if only to reduce the probability of you being a target. And for ffs, get the Orca Booster to also throw in a shield and armor resistance boosting gang link or something.

This still does not make you "safe", but at least it makes it just that bit harder that you might need to survive. With only minimal effort from your side and no game-breaking demands.

Flowing from my initial post, I'm just spewing out thoughts here valid or not. :D

What you talk of is still a means of exclusion for a significant number of the potential gamers out there. CCP and the players of this game can in the end do as they wish as It's theirs after all.

From the outside I'm looking at it and wondering why neither would want it the way they like but with an expanded player base and flow through from something they didn't already have. A lot of players are lost soon after or durring the trial. Why not capture them in some way?
